Having taught portrait painting at the University of Washington for decades, I can say that getting a likeness is a skill that, if one is dedicated, may be acquired, but giving that face character and an expressive presence, is the tough part. Whether or not these faces are portraits, they all have character and considerable expressive presence, and that's the point.
